[news] Yii Console 2.4

[Yii Console]](https://github.com/yiisoft/yii-console) version 2.4.0 was released. In this version:

• Change PHP constraint in composer.json to 8.0 - 8.4
• Check empty string as key in command map in CommandLoader validation
• Fix typo in UNAVAILABLE exit code reason
• Throw RuntimeException in ServeCommand when it wasn't possible to find out the current directory
• The serve command no longer opens the browser by default
